Yes, although I haven't seen a production version yet.  See RFC 2228.

That's the only way I know of.  Unfortunately, FTP cannot be secured
with standard ssh software because of the way it uses multiple ports. 
Also, to send files encrypted, I often use ZModem within ssh.
