I'm not familiar with the methods discussed in that paper, but I have used the quadtree decomposition function from the MatLab Image Processing Toolbox, qtdecomp(). It takes as arguments the 2-D matrix to partition and a user-defined function implementing the splitting decision and returns a sparse matrix representing the partition.
